Government, that the privileges and immunities ac-

corded to British Subjects should be extended to per-

sons as to whose status the British Authorities them-

salves are doubtful and who well might, as in the

case of the Hongkong "undesirables", turn out to be

persons expelled from a British Colony for their own

misdeeds while residing in it.

I should be glad to learn whether Mr. Secretary

Harcourt is disposed to concur in the above views and

in the despatch of instructions in the same sense to

for their information and any observations the Mar-

quess of Crewe may have to offer.
